About the Role

The Retail Credit Manager oversees BSP’s Retail Credit function, ensuring the delivery of consistent, high-quality credit outcomes and an efficient, value-added service to internal stakeholders throughout the entire retail lending lifecycle.

Located in Port Moresby and reporting to the Policy, Governance, and Assurance division, this role provides leadership in credit assessment, lending advisory, operational delivery, and control effectiveness, with a clear mandate regarding the execution of retail credit policies.

Functioning as a centralized underwriting and decision-making body, the Retail Credit Manager is tasked with the policy-compliant assessment and approval of retail lending applications, utilizing BSP’s approved tools, systems, and decision-making frameworks. This position is not sales-oriented; rather, it serves as a crucial control and advisory role within the retail lending value chain.

This role is vital for enhancing turnaround times, driving workflow efficiency, and ensuring the consistent, scalable delivery of services within the Retail Credit function. The Retail Credit Manager is responsible for team productivity, application throughput, and the effective utilization of systems and processes to achieve timely, high-quality results.

Additionally, the position leads the service relationship with internal customers, offering clear, actionable guidance that enhances application quality, builds internal capability, and fosters improved customer outcomes over time.

Key Deliverables

  • Lead and develop a high-performing Retail Credit function with clear accountability for productivity, turnaround times, quality, and stakeholder engagement.
  • Drive a culture of accountability, consistency, service excellence, and continuous improvement. Provide direction on escalations, resourcing priorities, and complex operational matters.
  • Deliver consistent retail credit and staff lending practices across BSP Financial Group. Standardise workflows, procedures, templates, and control frameworks across markets and channels.
  • Promote consistent interpretation and application of policy, strategy, and eligibility requirements. Own and continuously improve the end-to-end Retail Credit operating framework, including workflows, decision authorities, controls, and service standards.
  • Ensure process documentation is current, practical, and embedded in day-to-day operations. Strengthen process governance through clear ownership and regular review cycles.
  • Ensure adherence to Retail Credit Management Policy, Strategy, and supporting frameworks. Drive consistent use of approved tools and systems to enable sound, risk-based decisioning. Identify and address gaps impacting policy alignment and operational effectiveness.
  • Maintain strong oversight of credit quality, documentation standards, and control compliance. Ensure audit-ready practices with clear evidence of adherence to policy and procedures.
  • Proactively identify and remediate control weaknesses, process breakdowns, and recurring errors. Own and optimise the Retail Credit service model to deliver timely, practical, and high-quality outcomes.
  • Build strong relationships with branches and key stakeholders to improve collaboration and execution.
  • Act as a senior escalation point for service and operational issues.
  • Deliver meaningful reporting on performance, service, risk trends, and operational effectiveness. Translate insights into actionable improvements across processes, controls, and operating model. Lead initiatives that reduce rework, remove bottlenecks, and enhance consistency across the Group.
  • Strengthen leadership capability within the team and uplift technical underwriting and operational skills.
  • Embed changes to policy, systems, and processes effectively.
  • Foster a culture of ownership, risk awareness, and disciplined execution.

Essential Qualifications, Professional/Skills and Experience:

  • Tertiary qualification in Business, Finance, Risk, or a related discipline; an advanced degree is preferred.
  • Professional certifications in Compliance, Risk, or Quality Assurance are advantageous. 7 to 12 years of relevant experience in banking or financial services.
  • A minimum of 3 to 5 years in retail credit risk or lending positions. Proven expertise in credit assessment and underwriting.
  • Demonstrated experience in managing retail loan portfolios. Established background in policy development and credit governance.
  • Experience in team management and stakeholder relationship development. Familiarity with regulatory frameworks and compliance standards.
  • Strong understanding of retail lending products and credit risk principles. Ability to evaluate borrower financial information and assess serviceability.
  • Comprehensive understanding of documentation, audit, and inspection requirements. Proficient knowledge of credit systems and loan origination workflows.
  • Experience in retail credit assessment, lending, or credit risk roles within the banking or financial services sectors.
  • Proven track record of applying credit policies and documenting credit decisions.
